I'm looking for artwork for this photo. Does anyone know if there's a program out there that can convert an image into a vector image? Or know where I can find a vector image of this? I would like the bottom half of the photo (underneath the Chinese character). Or even images of the dragon and phoenix. Wedding related image.

to cut off the above thingy, you can use Photoshop for that.. just select the area you want and go to one of the submenu's (thought it was File but I'm not to sure) and use Crop... et voilá
