After scanning or even using Photoshop 7 to import from the scan. I am having trouble adding layers to the background image. Any suggestions will help.
When I cant add a layer I ctrl + c then ctrl + n ctrl + v. There you can add layers.

Sorry I ctrl + a then I ctrl + c then I ctrl + n then I press enter then I ctrl + v
Or are you trying to do something else?
