Intro In this tutorial I'll show you a simple way to make the best looking water in Adobe. It's pretty simple, and would only take a beginner to make.
You can see what it'll turn out by the picture that is shown. It's pretty cool, because you can set it as a background, and it loops perfectly!

Part 2: Creating the texture. Click "File", then "New" and create an Image 300x300 "pixels", just for the tutorial. You will then see the white box in the middle of the screen show up.
Now the first thing you need to do is, make sure the 2 colors, are black and white, then, click Filter, Render, Clouds, [Shown in picture]
The Cloudy texture will appear in the white box as usual. Now, Click, Filter, Sketch, Chrome, use the below information:
Detail: 10
Smoothness: 10

You'll notice that, it has the same texture as water, except.. it's ugly and has no color.. so all you need to do is either pick a color closes to water, or use what I use: Hex: 62CFFC
Click Filter, Distort, Glass and use this information
Distortion: 10
Smoothness: 16
Now, use the "Brush Tool" using the "Overlay" mode, now color the image in.
Now, it's starting to take shape.. except, it can't be looped yet, this is the fun part! Click Filter, Other, Off-set, use this information below:
Horizontal: 200
Vertical: 200
Now, you can just stop here, but there would be no, point in the last thing you did, so, where the lines are, blur the lines, where they don't loop, make sure you put strength at 100%.

Now, click Filter, Distort, ZigZag... and use the defult input, and click ok, Now, your Water, is Finished! Save it, and set it as your background!
Also, try expirimenting colors, for cool effects!
