Artist's Comment:
A picture I took with my Kodak DC290. I changed the photo so it looked more like a painted image. I made the change in PSP 7.04 with PSP built in filters and 1 freeware filter from Amphisoft.

I use this as basic

1. Clean and resize image
2. Apply Amphisoft's free Convolution Shaman filter (Edges Positive, Sketchy and change the Radius) [ link ]
3. Sharpen image
4. Duplicate to new layer
5. Apply PSPs Brush strokes on top layer (Water color, lower the softness to around 2-3)
6. Use then Unsharp Mask on the top layer
7. Change the top layer mode from Normal to Multiply
