Wow, I am amazed. It's nice to see a different style from you. It seems like you have no problems with designing another character. It looks fine already. The skin color is a bit too pale  I think but it isn't irritating. Perfect work!.

I think the colour of her skin adds something to the image, a contrast with her clothing and hair.
Not sure if there's any symbolism in the colour choices, but it does look cool.
I love the colours of her hair, if i was a chick i'd totally want to do something like that with my hair.
Also, it's strange but i went to school with a girl called Cara who had the whitest skin i've ever seen, it was almost milk colour, dressed pretty much like that lol.
